Add eggs, maple syrup, and vanilla extract to the blender; pulse 3 times to incorporate.
In a large mixing bowl, sift together cocoa powder, oat flour, baking powder, and salt.
Pour the blended wet ingredients into the dry mixture and whisk until no dry streaks remain.
Fold in 1/4 cup of the chocolate chips using a silicone spatula.
Transfer batter to the prepared pan and distribute evenly.
Top with the remaining 1/4 cup of chocolate chips.
Bake for 28 to 32 minutes until the edges are set and a toothpick inserted in the center comes out with moist crumbs.
