In a small mixing bowl or pitcher, combine heavy cream, milk, pumpkin puree, maple syrup, and 1/8 teaspoon of pumpkin pie spice.
Using a handheld milk frother, aerate the mixture for 30-45 seconds until it forms a thick, stable cold foam.
Fill a tall glass with ice cubes.
Combine the cold brew coffee, water, and vanilla syrup in the glass, stirring well.
Gently pour the pumpkin cream foam over the back of a spoon onto the top of the coffee to create a layered effect.
Garnish the surface of the foam with the remaining pumpkin pie spice.
